Countering the Threat to Civil Society


The war on terrorism is going to be with us forever, whether it's Iraq or someone else.

The obstacles to developing long-term prevention strategies to terrorism include governments' refusals to acknowledge the legitimate root causes of terrorism, the unwillingness of governments to admit that their actions might be creating terrorism, a reticence to cite religion as a factor, and, most important, the irreversible nature of some causes, such as globalization.

Unholy Warriors: Special Forces

Much maligned as mere mercenaries (which most are not), and too often ill-used by those who command their commanders, in peacetime they are disparaged as anachronistic throwbacks to a world in which war meant conflict between nations and tribes. But on September 11, the world was changed. In time of peace we call upon the peacekeeper, in time of war upon the warrior, the last resort of the peacemaker. Whether we call them commandos or special forces, these elite soldiers are our shock troops in the war to come. And we are at war, not with a nation or a religion, but with the apocalyptic vision of a cult comprised of so-called holy warriors who commit atrocities in the name of God. If by freedom we mean civil society as opposed to theocracy, democracy as opposed to tyranny, then freedom has indeed been attacked. And if freedom is to endure, it will be due in no small measure to the valour of these few. We do well to honour those who do our bidding in this conflict. For if ever there was a just war, this is it. And justice, if not infinite, will be long in coming.

(In stating this opinion, I do not mean to exclude the possibility or even the desirability of dissent. On the contrary, freedom gives an open society strength to the extent that dissent is tolerated, even encouraged. We are weak, both as a society and as individuals, to the extent that we condemn it. This war, if that is indeed what it is, is nothing if it is not a war against intolerance. To proclaim divine inerrancy for our views, and to vilify those who do not share them, is to join with the enemy.)

In the list below, I have included special forces that have been, are, or will likely be involved in antiterrorist operations. I am aware that the Canadian Airborne Regiment was disbanded after being disgraced and dishonoured, first by the murder of Ahmed Afraraho Aruush on 4 March 1993 and then by the torture and murder of Shidane Arone on 16 March 1993, both crimes committed by "soldiers" of the regiment's battle group. (See the Report of the Somalia Commission of Inquiry.) In my opinion, disbanding an entire regiment because of the acts of a few right-wing perverts under inept command was an act of political expedience, short-sighted if not cowardly. The regiment should have been given, and could yet be given, an opportunity to regain its honour. That its role in the current conflict is better served by JTF2 and other elite units is a separate issue.
